NEPRA set to recover to Rs2.86/unit under fuel adjustment with May 2022 BILLS

ISLAMABAD: National Electric Power Regulatory Authority (NEPRA) on Friday raised Rs2.86 and Rs1.38 per unit for consumers as fuel adjustment cost (FCA) for Ex-Wapda Discos and K-Electric (KE) respectively, which would be applicable in May 2022 bills.

The authority reviewed the information provided by Central Power Purchasing Agency Guarantee Limited (CPPA-G) seeking monthly FCA.

From perusal of the information so provided by CPPA-G, the actual pool fuel cost for the month of March 2022 was Rs9.3869/kWh, against the reference fuel cost component of Rs6.2295/kWh in notified consumer-end tariff of Ex-WAPDA DISCOs for fiscal year 2019-20.

The actual fuel charges, as reported by CPPA-G, for the month of March 2022 increased by Rs3.1574/kWh as compared to the reference fuel charges.

As per the data submitted by CPPA-G, Ex-Wapda DISCOs purchased 13.22 GWh from Captive Power Plants (CPPs) during March 2022, for which CPPA-G provided actual details of energy purchased from these plants.

According to the details provided by CPPA-G, the actual fuel cost of this energy was Rs63.88 million. The same being as per the NEPRA approved mechanism, has been considered while working out the FCA of March 2022.

During the hearing, the authority also observed that energy from costlier RFO-based power plants was generated to the tune of over Rs24,913 million during the month of March 2022.

NEPRA in its decision said that KE sought Rs3.45 per unit as part of FCA for month of February 2022.

In order to verify the generation numbers reported by K-Electric, the authority analysed the plant wise generation statistics sheet, provided by K-Electric.

The sheet provided information in terms of plant capacity, actual units generated, actual auxiliary consumption, net generation and bus bar sent outs, actual heat rates, fuel consumption and cost of fuel and generation cost per unit.

Authority carried out an in-house analysis of the data provided by K-Electric for the month of February 2022, to work out the financial impact due to deviation from EMO.

NEPRA directed KE that positive FCA would be applicable to all consumers except for lifeline consumers and charges adjustment in respect of month of February 2022 in the billing of month of May 2022.
