ISLAMABAD: The United States has discontinued its Global Undergraduate Exchange (Global UGRAD) Pakistan Programme after 15 years, the United States Educational Foundation in Pakistan (USEFP) announced on Tuesday, ending a US-funded initiative that allowed Pakistani students to study at American universities.
Since its launch in 2010, the semester-long programme, administered by USEFP, enabled participants to pursue non-degree studies at US institutions, focusing on community engagement, leadership, and cultural exchange.
USEFP expressed regret over the closure. “After 15 incredible years, the Global Undergraduate Exchange Programme for Pakistan has come to an end,” it said in a statement. “The U.S. Department of State informed USEFP that the programme will no longer be offered.”
The foundation noted the disappointment for this year’s applicants. “We understand that this news may be disappointing, especially for those who applied this year and were looking forward to this opportunity.”
Over its run, the programme delivered “life-changing experiences” to thousands of students, USEFP said, fostering academic growth and leadership skills that benefited Pakistani communities.
The decision aligns with broader cuts to U.S. foreign aid under President Donald Trump, whose administration reduced multi-year assistance contracts by 92 percent, or $54 billion, to prioritize an “America First” agenda. Trump ordered a 90-day freeze on aid, triggering a review that axed many programmes, including those managed by the US Agency for International Development (USAID).
The Global UGRAD Pakistan Programme was funded by the US government and was launched in 20102 to enhance Pakistani students’ community engagement abilities, commitment to service and leadership skills.
USEFP, established in 1950 to promote U.S.-Pakistan educational ties, said it was “immensely proud” of the programme’s achievements despite its closure by State Department directive.
The foundation urged prospective applicants to explore alternative opportunities. “We sincerely appreciate your interest in the programme and your commitment to personal and academic growth. While this chapter is closing, we encourage you to explore other exchange and scholarship opportunities that may align with your aspirations.”
