ISLAMABAD: Finland announced that it would close its embassies in Pakistan, Afghanistan and Myanmar next year, citing operational and strategic reasons tied to shifting political landscapes and limited economic ties with those nations.
The decision, part of a broader strategic review of Finland’s global diplomatic footprint, reflects an effort to redirect resources toward countries deemed more vital to its foreign policy and export interests, according to a statement from the Ministry for Foreign Affairs.
“The ministry for foreign affairs has decided to close the embassies of Finland in Islamabad, Kabul and Yangon in 2026,” the statement said. “The embassies will be closed for operational and strategic reasons, which are linked to changes in the countries’ political situation and their limited commercial and economic relations with Finland.”
Preparations for the closures have already begun, the ministry added, with the missions set to wind down operations over the course of the year. Such decisions require a decree from the president of the republic, it noted.
The move comes amid a period of rapid change in the international arena, Finnish officials said, prompting a reassessment of how best to allocate diplomatic assets. “The aim is to concentrate resources on countries that are strategically important to Finland,” the statement read.
Elina Valtonen, Finland’s minister for foreign affairs, emphasised the need for adaptation in a volatile world. “We will systematically develop Finland’s network of missions abroad to meet future challenges,” she said. “Our operating environment is changing rapidly. The changes to be made will help us to build a stronger and more competitive Finland and to manage Finland’s external relations in accordance with our priorities.”
Finland’s embassy in Islamabad, the Pakistani capital, has had a turbulent history. First established in 1989, it was shuttered in 2012 amid budgetary pressures but reopened a decade later in 2022. The two countries have maintained regular bilateral political consultations since 2014, with the most recent round held in Helsinki in November 2023.
Trade between Pakistan and Finland remains modest, totaling about $82.5 million in the 2023-24 fiscal year, according to data from Pakistan’s foreign ministry. Pakistani exports to Finland amounted to $28.7 million, while imports from Finland reached $53.7 million.
The closures align with similar steps by other Nordic nations. Last year, Sweden indefinitely suspended operations at its embassy in Islamabad, pointing to deteriorating security conditions.
